การศึกษาแนวทางการพัฒนาสมรรถนะหลักด้านจริยธรรมและจรรยาบรรณวิชาชีพครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 3 จังหวัดนนทบุรี: การประเมินความต้องการจำเป็นแบบสมบูรณ์

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) การจัดลำดับความต้องการจำเป็นการพัฒนาสมรรถนะหลักด้านจริยธรรมและจรรยาบรรณวิชาชีพของครู 2) วิเคราะห์สาเหตุความต้องการจำเป็นของการพัฒนาสมรรถนะหลักด้านจริยธรรมและจรรยาบรรณวิชาชีพของครู และ 3) เสนอแนวทางการพัฒนาสมรรถนะหลักด้านจริยธรรมและจรรยาบรรณวิชาชีพของครู กลุ่มตัวอย่างประกอบด้วย ครู สพม.3 จังหวัดนนทบุรี จำนวน 334 คน ได้จากการสุ่มแบบแบ่งชั้นภูมิ และผู้บริหารสถานศึกษา จำนวน 18 คน ใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามวิเคราะห์ข้อมูลด้วยสถิติบรรยาย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการจัดเรียงลำดับความต้องการจำเป็นด้วยสูตร (PNI Modified) ผลการวิจัยพบว่า 1) การจัดลำดับความต้องการจำเป็นเรียงลำดับจากค่ามากที่สุดไปหาค่าน้อยที่สุดได้แก่ การดำรงชีวิตอย่างเหมาะสม มีวินัยและความรับผิดชอบในวิชาชีพ การประพฤติ ปฏิบัติตนเป็นแบบอย่างที่ดี และความรักและศรัทธาในวิชาชีพครู ตามลำดับ 2) สาเหตุความต้องการจำเป็นสำคัญที่สุด ได้แก่ สภาพปัญหาเศรษฐกิจและสังคมในปัจจุบันมีผลต่อการดำเนินชีวิตของครูที่เปลี่ยนแปลงไป ครูมีความตระหนักในด้านระเบียบวินัยไม่เพียงพอและมีการวางแผนในการปฏิบัติงานที่ไม่มีประสิทธิภาพ การจัดการอบรมไม่สอดคล้องกับการพัฒนาตนเองทางวิชาการและการประสานงานกับหน่วยงานที่เกี่ยวข้องมีน้อย และครูส่วนใหญ่พบว่าไม่ตระหนักถึงจิตวิญญาณความเป็นครู มีจิตสำนึกที่ไม่เพียงพอในการปฏิบัติหน้าที่อันเป็นประโยชน์เพื่อส่วนรวม 3) แนวทางการพัฒนาความต้องการจำเป็นสำคัญที่สุด ได้แก่ ส่งเสริมให้ครูมีความรู้ตระหนักเห็นความสำคัญของการนำหลักปรัชญาของเศรษฐกิจปรับใช้ในการดำรงชีวิตได้อย่างเหมาะสม การจัดอบรมให้ครูมีความรู้ความเข้าเกี่ยวกับกฎระเบียบวินัยและการอบรมการวางแผนการปฏิบัติงานที่มีประสิทธิภาพเพื่อสมดุลในการดำเนินชีวิต ส่งเสริมให้มีจัดการอบรมที่เน้นเชิงปฏิบัติการให้มีสอดคล้องกับความต้องการของครูทั้งสนับสนุนให้ครูมีส่วนร่วมกับหน่วยงานเกี่ยวข้องในการพัฒนางานวิชาการ และการสร้างจิตสำนึกส่งเสริมขวัญและกาลังใจในการปฏิบัติงานเน้นการบริหารงานแบบมีส่วนร่วมเพื่อให้ครูรักและตระหนักถึงการเสียสละเพื่อประโยชน์ขององค์กร

This research aimed to 1) study the needs of the core competency development based on morals and the Code of Ethics of Teaching Profession, 2) analyze the causes of the core competency development based on morals and the Code of Ethics of Teaching Profession, and 3) propose the guidelines for the core competency development based on morals and the Code of Ethics of Teaching Profession. The sample group of this research was consisted of 334 teachers in in the Secondary Educational Service Area Office 3 in Nonthaburi Province selected using stratified random sampling. The research instrument used for collecting data was Likert five-point scale questionnaires. The data were analyzed using percentage, mean, standard deviation, and Priority Needs Index (PNI Modified). The research revealed that 1) the needs of the core competency development based on morals and the Code of Ethics of Teaching Profession according to the importance were sorted in descending order as follows: teachers’ appropriate lifestyles, teachers’ high senses of responsibility and self-discipline in their profession, teachers’ manners as role models, and teachers’ love and beliefs in their profession; 2) the reasons of the needs for the core competency development based on morals and the Code of Ethics of Teaching Profession were sorted in descending order as follows: the current economic situation and social problems, the lack of self-discipline and ineffective work plans, the unrelated academic teacher training and the inadequate coordination in organizations, and the lack of dedication in teaching profession, and 3) the proposed guidelines for the core competency development based on morals and the Code of Ethics of Teaching Profession according to its importance were sorted in descending order as follows: building teachers’ awareness in sufficient lifestyles, educating teachers more in self-discipline and effective work plans, enhancing practical academic teacher training, and encouraging dedication in teaching professional.
