แนวทางการพัฒนาการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 ในยุคนิวนอร์มัล

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ในการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 7 ในยุคนิวนอร์มัล และ 2) ศึกษาแนวทางการพัฒนาการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 ในยุคนิวนอร์มัล กลุ่มตัวอย่างที่ใช้ คือ ข้าราชการครูในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 จำนวน 325 คน จาก 44 โรงเรียน โดยกาหนดขนาดตามตารางของ ศิริชัย กาญจนวาสี และใช้การสุ่มตัวอย่างแบบชั้นภูมิ (Stratified Random Sampling) และผู้ให้ข้อมูลในการสัมภาษณ์ ได้แก่ ผู้อำนวยการสถานศึกษาผู้เชี่ยวชาญ ครูในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 ที่ดารงตำแหน่งในสถานศึกษานั้นมากกว่า 5 ปี และดำเนินการขับเคลื่อน รับผิดชอบโครงการพัฒนาการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศ ได้มาจากการเลือกแบบเจาะจง (Purposive sampling) จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย แบบสอบถามที่มีลักษณะเป็นรูปแบบการตอบสนองคู่ (Dual-Response Format) โดยใช้มาตราส่วนประมาณค่า (Rating scale) 5 ระดับ และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน แบบสัมภาษณ์ใช้การวิเคราะห์เนื้อหา และแจกแจงความถี่ ผลการวิจัยพบว่า 1) สภาพปัจจุบันและสภาพที่พึงประสงค์ในการจัดการศึกษาทางไกลผ่านเทคโนโลยี สารสนเทศของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 ในยุคนิวนอร์มัล โดยรวม อยู่ในระดับมาก 2) แนวทางการพัฒนาการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 ในยุคนิวนอร์มัล พบว่า ด้านห้องเรียนคุณภาพ และด้านการพัฒนาวิชาชีพครู มีค่าดัชนีความต้องการจำเป็นสูงที่สุด มีแนวทางดังต่อไปนี้ (1) ครูควรได้รับการพัฒนาให้มีความรู้เกี่ยวกับการจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศ การใช้แพลตฟอร์มทางการศึกษา (2) ครูควรจัดทำวิจัยในชั้นเรียนที่เกี่ยวข้องการการจัดการเรียนการสอนทางไกลผ่านเทคโนโลยี (3) ครูควรมีการจัดทำแผนการพัฒนาตนเองรายบุคคล และเข้าร่วมชุมชุนแห่งการเรียนรู้ทางวิชาชีพอย่างต่อเนื่อง และ (4) ผู้บริหารสถานศึกษาและผู้ที่เกี่ยวข้องควรมีการแต่งตั้งคณะกรรมการดำเนินงานการนิเทศ กำกับติดตาม

The purposes of this study were: 1) to examine current and desirable conditions of distance education management through information technology of educational institution under the Secondary Education Service Area Office 7 in new normal era, and 2) to investigate guidelines for the development of distance education management through information technology of educational institution under the Secondary Education Service Area Office 7 in new normal era. The samples of this research consisted of 325 teachers from 44 schools under the Secondary Education Service Area Office 7 selected using the sample size by Sirichai Kanchanawasi and stratified random sampling method. The informants from the interviews were five institutional directors, experts, and teachers under the Secondary Education Service Area Office 7, and ran the project of distance education management through information technology and held in the positions of educational institutions for 5 years or more and they were selected by purposive sampling method. The research instruments were 5-rating-scale questionnaires with dual-response format and structured interview forms. The statistics used for analyzing the data were frequency, percentage, mean, standard deviation and the interviews were analyzed by content analysis and frequency distribution. The research findings were as follows: 1) The current and desirable conditions of distance education management through information technology of educational institution under the Secondary Education Service Area Office 7 in new normal era as a whole were at a high level. 2) The guidelines for the development of distance education management through information technology of educational institution under the Secondary Education Service Area Office 7 in new normal era showed that qualified classrooms and professional development were the most needed. The guidelines included the following: (1) teachers should be developed to learn about distance education management through information technology, (2) teachers should do classroom research distance education through information technology, (3) teachers should do individual development plans and should participate community of professional learning, and (4) institutional administrators and related people should appoint a commission of supervision.
