ศึกษาสมรรถนะหลักของผู้บริหารของสถานศึกษาที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานีเขต 1

Abstract

การวิจัยในครั้งนี้วัตถุประสงค์เพื่อ 1) ศึกษาระดับสมรรถนะหลักของผู้บริหารสถานศึกษาและการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา 2) ศึกษาความสัมพันธ์ระหว่างสมรรถนะหลักของผู้บริหารสถานศึกษากับการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต1 3) ศึกษาสมรรถนะหลักของผู้บริหารสถานศึกษาที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต1 4) สร้างสมการทำนายการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต 1 กลุ่มตัวอย่างที่ใช้ในการศึกษา คือ โรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต 1 จำนวน 103 โรงเรียน ผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษา หัวหน้าฝ่ายการบริหารงานวิชาการ และครูผู้สอน จำนวน 499 คน เครื่องมือที่ใช้เป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นและพัฒนาจากการทบทวนงานวิจัยที่เกี่ยวข้องตรวจสอบความตรงตามเนื้อหา วิเคราะห์หาความเที่ยงโดยคำนวณ Cronbach’s Alpla โดยรวมเท่ากับ 0.982 และการวิเคราะห์ข้อมูลในการวิจัยโดยใช้โปรแกรมสำเร็จรูปคอมพิวเตอร์ ผลการศึกษาพบว่า 1.สมรรถนะหลักของผู้บริหารสถานศึกษา โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับการปฏิบัติจากมากไปหาน้อย สมรรถนะด้านการทำงานเป็นทีม สมรรถนะด้านการมุ่งผลสัมฤทธิ์ สมรรถนะด้านการบริการที่ดี และสมรรถนะด้านการพัฒนาตนเอง ตามลำดับ 2.สภาพการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต 1 โดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ทุกด้านปรากฏในระดับมากเช่นเดียวกัน โดยการคิดและเข้าใจเชิงระบบ มีสภาพที่ปรากฏมากที่สุด รองลงมา คือ วิธีคิดและมุมมองที่เปิดกว้าง ส่วนการมุ่งสู่ความเป็นเลิศ มีสภาพที่ปรากฏน้อยที่สุด 3.ความสัมพันธ์สมรรถนะของผู้บริหารสถานศึกษามีความสัมพันธ์เชิงบวกกับสภาพการเป็นองค์กรแห่งการเรียนรู้ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 อยู่ในระดับมาก โดยสมรรถนะด้านการพัฒนาตนเองมีความสัมพันธ์เชิงบวกกับสภาพการเป็นองค์กรแห่งการเรียนรู้มากที่สุด รองลงมาสมรรถนะด้านการทำงานเป็นทีมสมรรถนะหลักของผู้บริหาร ซึ่งตัวแปรที่มีความสัมพันธ์กันสูงสุด คือ ด้านการพัฒนาตนเอง กับ การสร้างและสานวิสัยทัศน์ รองลงมาคือ ด้านการทำงานเป็นทีมกับ การสร้างและสานวิสัยทัศน์ ส่วนตัวแปรที่มีความสัมพันธ์กันต่ำสุด คือ ด้านการมุ่งผลสัมฤทธิ์ กับ การมุ่งสู่ความเป็นเลิศ 4.สมรรถนะของผู้บริหารสถานศึกษาที่ส่งผลต่อสภาพการเป็นองค์กรแห่งการเรียนรู้ พบว่า สมรรถนะหลัก 2 ตัวแปร ได้แก่ ด้านการพัฒนาตนเอง ด้านการทำงานเป็นทีม ส่งผลต่อสภาพการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เรียงตามลำดับความสำคัญ คือ ด้านการพัฒนาตนเอง ด้านการทำงานเป็นทีม โดยมีค่าสัมประสิทธิ์การตัดสินใจ (R Square = 0.472) แสดงว่า สามารถทำนายสภาพการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาปทุมธานี เขต 1 ได้ 47.2 %

This research aims to explore 1) level of core competency of school administrators and being a learning organization 2) relationship between core competency of school administrators and being learning organization of schools under Pathumthani Educational Service Area Office 1 3) core competency of school administrators to learning organization of schools under Pathumthani Educational Service Area Office 1 and 4) define equation to predict being learning organization of schools under Pathumthani Educational Service Area Office 1. The samples are 103 schools under Pathumthani Educational Service Area Office 1 while the data is collected from 499 school administrators, Chief Academic Officers and teachers. Questionnaires are made and developed by researcher from related literature review. Cronbach’s alpha is also applied to analyze accuracy of content at 0.982 meanwhile the data is analyzed by using a computer program. The results indicate that 1. Overall image and detailed image of the core capacity of the school administrators are at high level. The most core capacity includes teamwork, achievement motivation, good services and self development, respectively. 2. The condition of being learning organization of the schools under Pathumthani Educational Service Area Office 1 is at high level. When considering each aspect, it shows that all of these aspects are at high level, also. The systematic thinking and understanding is at the highest level, followed by open method of thinking and sharing opinion whereas the excellence motivation is at lowest level. 3. The core competency of school administrators and being learning organization of schools under Pathumthani Educational Service Area Office 1 has positive relationship with high significance at 0.01. However, the self development has the most positive relationship with the being learning organization, followed by the capacity of school administrators’ teamwork. Besides, the self development and the vision creation and sharing has the relationship at highest level, followed by the teamwork and the vision creation and sharing. Nevertheless, the achievement motivation and the excellence motivation have the relationship at lowest level. 4.The capacity of the school administrators illustrates the two main factors including the self development and the teamwork affecting being learning organization with significance level at .01. The self development is at the highest level, followed by the teamwork. R-square is 0.472 which can predict the condition of being learning organization of the schools under Pathumthani Educational Service Area Office 1 at 47.2%
