การวิเคราะห์ผลกระทบที่มีต่อกรมศุลกากรกรณีที่เกิดจากความตกลงการค้าสินค้าของอาเซียน ATIGA

Abstract

การค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบต่อกรมศุลกากรกรณีที่เกิดจากความตกลงการค้าสินค้าของอาเซียน (ASEAN Trade in Goods Agreement: ATIGA) ในส่วนที่เกี่ยวข้องกับการจัดเก็บภาษีอากรของกรมศุลกากร และการปฏิบัติของบุคลากรในสังกัดกรมศุลกากร เพื่อศึกษาระดับความเกี่ยวข้องและการเตรียมความพร้อมของบุคลากรที่มีหน้าที่ปฏิบัติงานตามความตกลงการค้าสินค้าอาเซียน กลุ่มตัวอย่างที่ใช้ศึกษา ได้แก่บุคลากรในสังกัดกรมศุลกากร จำนวน 100 คน โดยใช้แบบสอบถาม เป็นเครื่องมือในการรวบรวมข้อมูล สถิติที่ใช้วิเคราะห์ข้อมูลคือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการศึกษาพบว่า บุคลากรที่ตอบแบบสอบถามส่วนใหญ่เป็นเพศหญิง มีอายุระหว่าง 27-35 ปี มีระยะเวลาที่ปฏิบัติงานในกรมศุลกากรต่ำกว่า 5 ปี มีระดับการศึกษาอยู่ในระดับปริญญาโท มีตำแหน่งงานเป็นข้าราชการ ระดับชำนาญการ และมีหน้าที่ความรับผิดชอบด้านงานวิชาการ บุคลากรมีระดับความเกี่ยวข้องกับการทำงานตาม ATIGA อยู่ในระดับค่อนข้างมาก ด้านการเตรียมความพร้อมของบุคลากรต่อ ATIGA อยู่ในระดับค่อนข้างมากและด้านผลกระทบต่อกรมศุลกากรในด้านการจัดเก็บภาษีและด้านบุคลากร อยู่ในระดับมากที่สุด ผลการทดสอบสมมติฐาน พบว่าระดับความเกี่ยวข้องกับการทำงานตาม ATIGA กับการเตรียมความพร้อมของบุคลากรต่อ ATIGA มีความสัมพันธ์ในทิศทางเดียวกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ระดับความเกี่ยวข้องกับการทำงานตาม ATIGA กับผลกระทบที่เกิดขึ้นจากความตกลง ATIGA ไม่มีความสัมพันธ์กัน และการเตรียมความพร้อมของบุคลากรกับผลกระทบที่เกิดขึ้นจาก ATIGA ไม่มีความสัมพันธ์กัน

The purposes of this independent study were to study the impacts on the Customs Department caused by the ASEAN Trade in Goods Agreement (ATIGA) in the part of the Customs Department’s tax collection and the performance of Customs officials and to study the level of participation and the readiness of personnel with the duty to comply with ATIGA. The samples used in the study were 100 Customs officials, using questionnaires as a tool for data compilation. The statistics used in the data analysis were Frequency, Percentage, Mean, Standard Deviation and Pearson’s Correlation Coefficient formula. The results of the study revealed that most of the personnel responding the questionnaires were female aged 27-35 with length of service shorter than 5 years, holding a master’s degree, serving as officials in the professional level with responsibilities in the technical field. The officials had worked in relationship with ATIGA at a rather high level. Their preparations for ATIGA were also at a rather high level while their relationship with the impacts on customs collection and personnel as a result of ATIGA was at the highest level. The hypothesis testing revealed that the positive relationship between ATIGA compliances and personnel preparations for ATIGA had statistical significance at the level of 0.05. However, there was no relationship between work compliances with ATIGA and impacts from ATIGA enforcement. No relationship was also found between preparations of personnel and impacts from ATIGA enforcement.
