dc.description.abstractThe purposes of this research were: 1) to study the actual and desirable environment for developing 21st century skills for primary school teachers in Saraburi province, and 2) to propose guidelines for developing 21st century skills for primary school teachers in Saraburi province. The sample group in this study consisted of 359 school administrators and primary school teachers, selected through stratified sampling. The research instrument was a dual-response questionnaire with the reliability of .96 The statistical methods employed for data analysis included percentage, frequency, mean, standard deviation, PNI Modified, and content analysis. The results revealed that: 1) the overall conduciveness of the actual environment to developing 21st century skills for primary school teachers was at a high level (𝐗 ̅ =4.34, S.D.=.59). 2) The overall conduciveness of the desirable environment was at the highest level (𝐗 ̅ =4.83, S.D.=.40). The proposed guidelines for developing 21st century skills for primary school teachers in Saraburi province included the followings: 1) promoting creativity and implementing innovations to improve operation, 2) promoting English as a second language for communication in schools, 3) promoting life skills and knowledge exchange for problem-solving through the PLC process, 4) promoting critical analysis and synthesis of received information for accuracy and reliability, and for coping with cyber threats, and 5) promoting collaboration skills when working in a team or independently.en
