ปัจจัยที่มีผลต่อความล่าช้าในโครงการก่อสร้างถนนขององค์กรปกครองส่วนท้องถิ่นในเขตปริมณฑล

Abstract

โครงการก่อสร้างถนนขององค์กรปกครองส่วนท้องถิ่นในเขตปริมณฑล มักจะมีอุปสรรคในการก่อสร้างเกิดขึ้นเสมอเนื่องจากสาเหตุปัจจัยต่างๆ ทำให้งานไม่แล้วเสร็จตามเป้าหมาย การวิจัยในครั้งนี้จึงเป็นการศึกษาปัจจัยที่มีผลต่อความล่าช้าในโครงการก่อสร้างถนนขององค์กรปกครองส่วนท้องถิ่นในเขตปริมณฑล โดยรวบรวมข้อมูลจากตัวแทนของผู้ว่าจ้างและผู้รับจ้าง โดยใช้แบบสอบถาม 176 ชุด สุ่มเลือกฝ่ายละ 88 และชุด โดยหาค่าเฉลี่ยความถี่ ค่าเฉลี่ยความรุนแรง ในมุมมองของแต่ละฝ่ายและมุมมองรวม นำมาหาค่าดัชนีความความสำคัญของปัจจัย จัดลาดับความสำคัญของปัจจัยและทาการวิเคราะห์หาแนวทางป้องกันและแก้ไขปัจจัยที่มีผลต่อความล่าช้า โดยพิจารณาปัจจัยที่มีค่าดัชนีความสำคัญตั้งแต่ระดับ 5 จากคะแนนเต็ม 25 ขึ้นไป ผลการศึกษา พบปัจจัยที่มีผลต่อความล่าช้าสูงสุด 3 อันดับแรก ประกอบด้วย แรงงานหยุดงานช่วงเทศกาล ซึ่งมีค่าดัชนีความสำคัญของปัจจัย 7.88 การขาดแคลนแรงงานก่อสร้างเนื่องจากฤดูการทำเกษตรกรรม ซึ่งมีค่าดัชนีความสำคัญของปัจจัย 7.81 และผู้รับจ้างเข้าดำเนินการในพื้นที่ล่าช้า ซึ่งมีค่าดัชนีความสำคัญของปัจจัย 7.37 โดยปัจจัยที่มีผลต่อความล่าช้าทั้งหมดควรได้รับการตรวจสอบและดูแลใกล้ชิดจากผู้บริหารองค์กรปกครองส่วนท้องถิ่นและผู้บริหารโครงการก่อสร้าง

The road construction projects of the local administration authorities in Bangkok vicinity are always obstructed from several factors, leading to the delay of the projects. This research aimed to analyze the factors causing delays to the road construction projects of the local administration authorities in Bangkok and its vicinity. The research was done by a survey of the engineers, the construction managers, and the contractors of the local administration authorities by 176 questionnaires, consisting of 88 questionnaires from the public authorities and 88 questionnaires from the contractors. The data were then analyzed by Descriptive Statistics in order to find their frequencies, severities, and importance of the delay factors. The factors with “medium” impacts (5 score from 25) and higher were then analyzed in order to find their appropriate solutions. The results showed that three factors with the highest importance indexes are: (1) labor scarcity during long festival holidays (7.88), (2) labor scarcity during harvesting season (7.88), and delayed commencement of contractors (7.37). The researcher proposed that the said delay factors should be paid higher attentions from the local administration authorities and their contractors.
